Paul Hayes, COPA’s South Ontario Director Presented “Flying in Southern Ontario Today.”

Paul touched on some very important topics, COPA promotes and protects personal aviation, a main problem we face lies in lack of consultation and support from Transport Canada to GA/COPA.

Summary:

GTAA Pickering Proposal
- to be a GA airport first then cargo/airline, does this mix work?

Lack of consultation from TC
- TC has eliminated GA directorate position within TC(duties included regulations for GA)
- COPA membership approx 17,500 people
- licensing on a decrease in Canada
- number of small aircraft are increasing in Canada
- airports on decline in Canada
- extension of Toronto Class “C” airspace from 26 to 45NM without consult or aeronautical study
- Class ”C” will need Mode “C”
- temporary flight restrictions i.e. Super Bowl in Detroit last year in 2006 – the FAA did not consult the Canadian authorities.

NEX
- weather/METAR/TAF/satellite/NOTAMs can be accessed using the NEX weather data system (presently only available in the USA)

ADSB Automatic Dependent Surveillance Broadcast (GPS to replace radar)
- transmits to/from aircraft/ground
- send clearances
- more fuel efficient routes because of decreased minimum separation

406 ELTs – EPIRBs
- Feb1/09 121.5 Mhz signal will cease
- 406 Mhz will only be recognized (no more 121.5 Mhz ELT)
- 406 Mhz ELT or 406 Mhz EPIRB only

Periodic withdrawal of NAV CANADA services
- VFR and Practice IFR are always first to be dropped
- no consultation before doing NOTAMs/changes
- approach ban (new landing rules)

8. 407 ETR expansion - Julian G: He attended a local public information session which indicated the possible routes of the ETR extension from Brock (north of Pickering) to Hwy 115/35. The following site can be visited: www.407eastea.com

9. GPS Seminar Greenbank - Doug Raine: Free Seminar second Saturday of March or two evenings, RSVP since space is limited.

10. Aviation Expo - Cheryl M: A COPA booth will be there, however no volunteers will be needed at this time, enjoy the Expo!

11. Rust Remover - Wayne E: Mike B to print flyers when final copy is completed, seminar at Oshawa Airport/Corporate Restoration(Moe), TC in morning and Oshawa Tower in afternoon, Ray S is working on chairs – leads are needed to borrow chairs, may need to organize trucks/vans to transport chairs. Julian G contacted CFTO (CTV in Toronto) to see if their star weatherman and a private pilot – Dave Devall – might be available to be a speaker at the Rust Remover but Julian had no response yet. It was felt that if Dave were able to come, it would be as a speaker at one of our meetings since we have enough speakers at the Rust Remover.

12. TC Safety Seminar/Aging Pilot – Julian G: Julian attended Jan 19 seminar with Gordon M. and others. Basic message : To get a healthy 85-90 year lifespan, exercise, have a diet with minimum calorific intake and maintain good mental health. Julian G has an electronic copy of Dr. Randy Knipping’s presentation for anyone interested. Since there was a forum of some experts Transport Canada - Ontario Region, Julian G shared an e-mail address that can be used to contact these people for any GA related questions : “ RecAvOnt@tc.gc.ca “

13. Toronto City Center - Info Night: Feb 13/07 Fly-in/drive-in to Toronto Island City Center at Porter Airlines FBO, Copa Flight 32 is hosting info night, speakers: Kevin Psutka(GA), Jim Morrison(Porter Airlines), and a TCCA/Toronto Port Authority will be there (Note: Due to bad wx , that meeting was cancelled and a new meeting will be organized.)

14. Gala Dinner Fund Raiser – Doug Raine: March 16/07, Fund raiser to help single family parent homes, Lynne Marie would like you to attend, $180 per couple, $700 for a table of eight, great networking opportunity – many community leaders may be there.

15. Heritage Oshawa: doors open to visitors in Ontario – fly to Oshawa section

16. COPA 70 Website Statistics – Jim M: to date (from March 1/06) there have been 1094 first time visitors and 457 returning visitors for a total of 1551 visitors to our website. www.copa70.com Jim M will be updating the home page to indicate the full names of all the COPA Flight 70 officers which were pointed out by Julian G.

Drive through nativity at Lake View was a hit, Gord to have photo’s/video’s at a later date. Make residents aware of what the aviation community has to offer.

8. Political Affairs – Cheryl M: The Economic Impact Study will be reviewed by the Airport Advisory Committee Wed., Jan 17/07. What will be the results of the EIS, what should be done as a result of the EIS, what will actually be done? The Dev. Serv. Jan 22, 1PM meeting agenda will be available Friday. www.oshawa.ca

Have an update, bring in a guest speaker, or make any contributions you feel deserves more detail in the notes? Please submit these to Mikel B. in writing either at the meeting or by email. mikel.brown@hotmail.com I can then add your submissions to the minutes, everyone will be emailed a copy, and those who were not there can get more information, please include links, pictures, etc. Jim M. suggested that if we get enough submissions, we could easily have a monthly news letter a few pages long. So please contribute something, even if it’s an aviation related story.

on January 22, 2007, 13:00. All Welcome.


Check City Web site or phone for exact location Wed. – Fri . before the meeting. Anyone can contact the city clerks department that week in advance if wanting to take up to 5 minutes to comment on the report and any recommendations (course of action to take as a result of findings).
DSC may move to have report on agenda at the Council meeting that follows, Mon Feb 05.

Amy introduced Damion; encouraged Flight members to articulate suggestions/ concerns re: operating & Maintaining CYOO that SERCO could then take to City Staff (e.g., need for electrical source for snow removal equipment @ $6 000, e.g., Wx instruments needed); spoke to GM vehicle storage on airport property, to No Parking signs going up on Airport Blvd to contain Mandarin patrons, to snow removal procedures/priorities; and answered questions about potential future coexistence of CYOO with airport on Pickering Lands, CAE 2006, etc.
FLIGHT 70 Caps- JK & DJ showed sample. Flight 70 members $15.00, non-members $20.00. Order of 50 are to be made. Some members pre-paid at meeting and some orders taken.
FLIGHT 70 MEMBERSHIP RENEWAL 2006 - Local fee continues to be $20.00 due now. Treasure’s report was given Oct 6.

Discussion focused on:  1. COPA location at CAE - Tent vs. Hangar, if Hangar -  which one based on traffic flow this year & expectation of Convention delegates  2. Need for bags to be distributed – logo? 3. While COPA National wanted to know # of volunteers available soon, the Flight seemed confident that there’d be enough – 2 dozen this past year, more than previous to cover for National exec out west, but wouldn’t know till early spring due to volunteers’ personal schedules.  Volunteers from other Flights could be directed to us through COPA newsletter when event advertising begins.

2.    John Phillips & Jim McDurmott of West Capital Developments shared site plans for the Aviation Community being developed at Carp.  The airport was bought from Ottawa 3 yrs ago. They are breaking ground now for first occupancy of fully serviced homes & hangars in summer 2006 (350-400 when complete). Zoning and cost structure were shared.  Airport Operating Manual is being developed.  Anticipate breaking ground for FBO next summer.

3.    J. Marsh explained benefits of establishing site at www.groups.yahoo.com and will be coordinator.

4.    D. Jukes &  J. Kamstra  agreed to work together to find manufacturer for COPA FLIGHT 70 caps with velco closing for members and as Thank-you gifts and to bring report with samples & prices.

5.    C. Marek  updated group on a) letter to Mayor and Councillors for  EIS,  b) AAC Aug meeting, next: Sept 19.,  c) C. Marek & D. Raine to address GOCC  Govt. Affairs Comm., Sept 20.

August 4th, 2005 meeting-

Pre-meeting BBQ at 420 Wing was enjoyed by @ 30.  Thanks to T Jones, P Hartley, and some of the ladies of RAF auxiliary.

J.Mayell described his 300 mile X Country vacation/adventure with his wife over 5(?) days in C172 for commercial license - distination Wawa via Hanover, Wiarton, Gore Bay and Killarney.  D.Raine shared photos and maps of VFR trip to Victoria BC with his wife in his Cherokee 140 and talked about mountain flying, stops in AB., MA,. & N. Ont and importance of "keeping the back door open".

Anyone with a plane tied down with CFA will need to move it a week prior to the Expo, See the Airport Manager for a temporary site.  ( take your ropes/spare tires, toolbox , etc, as they may get misplaced while you are gone. )

Steve has asked the RAA and COPA to participate in aircraft judging. Anyone with a good knowledge of specific ( or many) types of aircraft should contact Cheryl, either directly or through
Doug Raine.

( Steve Wilcox is looking for someone to judge the aircraft that fly into the CAE this June. The RAA will be able to handle the homebuilts, but we will need some volunteers to handle the spam cans, oops, I mean the factory builts. We can kick it around the meeting next week, and see if we can find some good judges, perhaps some that know tube and fabric, some that are sheet metal types, etc.  The downside of all this is having complete flight line access, and having to look at airplanes all weekend, but perhaps someone will sacrifice a weekend to do this.)

Cheryl is organizing the COPA Booth for the CAE, and needs YOU to contact her to volunteer a few hours of your time for the EXPO.

Cheryl updated the club on GTAA/Pickering. She will be working with Oshawa City Council to obtain a commitment from them for an Economic Impact study of the Oshawa Airport. Peter is assisting with a Power Point Presentation. Kevin Psutka will be available for a future Development Services meeting, and we will need all available supporters out for this meeting, stay tuned.

The evening was spent discussing the Pickering Airport Plan, and how it may affect Oshawa and Buttonville.
The consensus was that Pickering will not be a GA airport for long, if at all, for many reasons, including financial.
Oshawa City Council plans to close CYOO when Pickering opens, assuming all the businesses and planes here will move to Pickering. This may happen as soon as 2011  ( in 5 years), or later, depending on the speed at which GTAA gets it built.
At the prices GTAA is proposing, few if any private planes will be able to afford to relocate to Pickering.

  1. Cheryl gave us an update on the Airport Advisory committee, and GTAA
  2. A meeting between GTAA, COPA's Kevin Psutka, and a COPA member for Oshawa, (Cheryl) and from Buttonville will take place next month.
  3. The general belief is that Oshawa will close the airport, believing that Pickering will be it's replacement, when in fact Pickering will not be built to accommodate any of the type of operations at Oshawa, Buttonville, or City Center.

Guest Speaker: Kevin Psutka , president of COPA National, gave us an update on current  items that National is working on.
One of the key items was the Banff and Jasper airstrips. A note has been circulated, and is available at
www.copanational.org regarding this item. It is very important that as many letters as possible be sent to the Government or these airstrips will be closed. Once they are closed, they will set a precedent and you may well be seeing lots of other airstrips closing everywhere in the country.

3) Round Table regarding CAE....comments were forward to Steve Wilcox.

 # 1 Comment:          The Expo was Very well organized and run, hats off to Steve and his team.

Not enough for the general public, they only want to see so many vender booths, then they want to see planes, up close, as well as flying.
General feeling that it is getting old, and boring.
If CAE is getting repeat visitors (customers)  from year to year, they want to see new and different stuff every year.
Need Bigger planes, CWH??,  Trenton?
Endevour Aerospace from Lindsay?
Need some simulators, more static displays
Need some more Air Demonstrations, T33 was good, expand on it.
Possibly a static display of the Air Ambulance
Angel Flight, and Hope Air booth/ display?
Oshawa COPA thinks that something to promote the Airport to the Community is needed, something to display the economic spin-offs, and hidden benefits of having an Airport in the City.
Possibly some kind of local COPA display with a couple of planes, tied to the  Hope Air, and Young Eagles displays
Local COPA group likes to Volunteer, no problem getting Volunteers.
RAA exhibit is good,.
Need more show planes.
Food: some airshows bring in the Rotary, Lions, Kinsmen, etc to run the food, the money goes to Charity. This ties in more segments of the Community, and widens the appreciation of the show to a bigger group, involves the community in their airport.  Don't know if it would be financially feasible in this case to the CAE, just an observation from other events.

Mike Fitzgerald and Chris Steven from Nav Canada, (YOO TWR)  were the Guest Speakers

Highlights:

YOO TWR has a display of the Radar Feed from Toronto, They can see some returns at 1500 asl, and it gets better till at 2500 they can see anyone with a transponder.  You should use 1200, unless advised otherwise.

Tower staffing is down, and there are trainee's. If there any concerns, contact Chris Stevens  ( YOO TWR manager.) 576-1795, or Mike Fitzgerald  576-7025.
New Procedure:  taxi instructions will probably include a "cross" or "hold short" if you are crossing a runway enroute to your destination.  If unsure of procedure, ask for  "Progressive Taxi instructions"
This is to assist in preventing runway incursions.

An Evening with Barry Hart

Barry Hart writes the monthly FLYING WITH HART column in COPA FLIGHT.  A retired H.S. science teacher who has taught aviation ground schools at Tor. Buttonville, he has been flying for 10 yrs., has 1,500 hrs,, some single engine IFR mostly in the Great Lakes area but also Arctic, NWT Yukon, Maritimes, US.  His '79 Cessna 182 is at Stanhope where he's in charge of EAA Young Eagles program.   His scheduled visit last winter for "So now you have a PPL...what's next?" was canceled due to Wx.

Field Trip to
Endevour Aerospace Co. Inc in Lindsay , Ontario on Saturday Feb.28,2004 at 10 AM.
This company builds Lancair IV aircraft under contract for individual builders who don’t have the time to build themselves. This is one of the first companies to take advantage of the new Transport Canada exemption from subsection 507.03b and section 549 of the CAR’s issued in 2003, which allows for contracting of professional assistance in the construction of an aircraft, subject to the builder’s ( owner’s) overall control. They are currently constructing a group of 4 Lancair IV aircraft with 750 hp turboprop engines and very sophisticated avionics packages for individual builders.
Many RAA and COPA members  visited, and had a look at the aircraft, and avionics they are building.
